Based on the Instruction of the Minister of Home Affairs Number 39 of 2021 concerning the Implementation of Restrictions on Community Activities (PPKM) Level 4, Level 3 and Level 2 Corona Virus Disease 2019 in the Java and Bali Regions, the Governor of Bali issued Circular Letter Number 15 of 2021 concerning the Enforcement of Restrictions Community Activities (PPKM) Corona Virus Disease 2019.A number of points emphasized that the spread of COVID-19 transmission in Bali Province currently still needs to be controlled properly to prevent the increase in new cases of COVID-19. Therefore, it is important for all parties to continue to maintain health, comfort, security and safety for the Balinese people.Activities at shopping centers/malls/trade centers are opened with the following conditions:a. Activities at shopping malls/trade centers are allowed with 50% capacity until 21.00 pm;b. It is mandatory to use the "PeduliLindungi" application to screen all employees/employees and visitors of the related shopping mall/trade center. Visitors who are allowed to enter shopping centers/malls/trade centers are visitors who have received the second dose of COVID-19 vaccination;c.High-risk community groups (pregnant women, Children under 12 years and people above 70 years are not allowed to enter shopping centers/malls/trade centers;d.Restaurants, cafes in shopping malls/trade centers can accept dine-in with a maximum capacity of 25% and a maximum meal time of 30 minutes;e. Cinemas, children's playgrounds and entertainment venues within shopping malls/trade centers are closed; andf.Tourist Attractions/Tourist Destinations were tested and opened with a maximum visitor capacity of 50% by implementing very strict health protocols and using the "Pedulilindungi" Application. For those who travel by air transportation can show negative results of Antigen Swab Test Antigen, show vaccination certificate, or the can show negative results of PCR Test if they have just received the first dose of vaccination. For Balinese People who experience early symptoms (fever, runny nose, cough, shortness of breath, loss of sense of smell and taste) to immediately carry out PCR swab testi. e. For those who are confirmed positive for COVID-19 without symptoms and mild symptoms, they must immediately take the initiative to go to centralized isolation that has been prepared by the Provincial/Regency/City Government, are prohibited to have self-isolation at home, not to infect their families. For those who are confirmed positive for COVID-19 with moderate and severe symptoms, please immediately go to the Referral Hospital in their respective areas to avoid worsening conditions and endanger themselves.f. The purpose of this is to make a balancing of nature, human and Balinese culture, so Bali constantly has strong attraction, being loved, being respected by people of the world. “In line with the precious values, so the tourism of Bali should to put forward the healthiness aspects and quality that give more protection, comfort, and safeness for the tourists who visited Bali in Covid-19 pandemic era,” said Governor Koster. Meanwhile the Circular Letter of Gugus Tugas Percepatan Penanganan (GTPP) COVID-19 Number 9 Year 2020 is about the change of Circular Letter Number 7 Year 2020 about Travel Criteria and Requirement of People in New Normal Adaptation of Life Era, Toward Community Productive and Safe from Covid-19, dated June 26, 2020. As for the requirements for domestic tourists whom visited Bali, such as showing a health certificate stating Covid-19 free illness with negative PCR (Polymerase Chain Reaction), minimally non-reactive rapid test from authorized health institution.  The above mentioned certificate must be valid for 14 (fourteen days) from the issuance. Visitor with negative result of PCR (Polymerase Chain reaction) test certificate is not obliged to undergo swab test upon arrival in Bali, unless experience a COVID-19 respiratory symptoms. A compulsory PCR swab test in Bali should be conducted on the spot of arrival if visitor unable to provide a valid negative PCR test document, and required to stay at quarantine hotel facilities provided by the Bali Province Authority until test result delivered. Visitors with positive COVID-19 PCR test result will be proceeded to COVID-19 protocol to the nearest dedicated hospital in Bali. All expenses related to swab PCR test, quarantine or other healthcare facilities are subject to visitor personal expenses. Visitor must fill in the LOVEBALI application before the time of departure. Accommodation providers are encouraged to ensure their guest to fill in the application.  Visitors have to comply all health requirements and procedures of New Normal Protocol in accordance to Bali Government regulation during their stay in Bali, for instant wearing mask/face shield, washing hand by flowing water or using hand sanitizer, doing physical distancing minimum 1 (one) meters while sitting and interacting, and doing Cleanliness, Health and Safety (CHS) behavior. Besides that, it’s also suggested to cover your nose and mouth with a tissue or handkerchief when sneezing and coughing, avoid using hands directly to touch areas of the face such as eyes, nose, and mouth, be screened for  body temperature, clean personal items, such as mobile phones, glasses, bags, masks, and other items, with disinfectant liquid as needed. Being cooperative and willing to be examined by health workers in the framework of preventing the spread of COVID 19, avoid physical contact when greeting. Visitors required to activate Global Positioning System (GPS) on their smartphone/gadget to ensure safe and seamless travel.
